Terry O'Loughlin Inducted into F&I Hall of Fame

March 13, 2025

COLLEYVILLE, TEXAS – March 13, 2025 – Terrence J. (Terry) O'Loughlin, JD, MBA, ADCO board member and director of compliance for Reynolds Document Services, was inducted into the F&I Hall of Fame by Bobit Dealer Group. In announcing the honor March 3, 2025, Reynolds and Reynolds president Chris Walsh noted Terry's “dedication to ensuring dealerships have the tools they need to transact with their customers in a compliant and ethical manner.”

The F&I Hall of Fame selection committee considers seven criteria for induction:

  • Innovation and impact
  • Leadership and vision
  • Ethics and integrity
  • Educational and mentorship contributions
  • Regulatory and policy influence
  • Community and societal impact
  • Career longevity and consistency

Linda Robertson, ADCO executive director, said, "Terry played an advisory role in shaping ADCO during its development, offering strategic guidance and industry insights that helped establish the organization's foundation. His expertise and commitment to compliance education have made him a key advocate in our mission to equip dealership compliance personnel with the knowledge and tools necessary to mitigate regulatory risk and enhance operational integrity.

“As an ADCO Board Member, Terry has been instrumental in creating the dealership compliance auditing and monitoring training module, ensuring that compliance officers have a structured and effective approach to oversight and risk management. His thought leadership extends to speaking engagements at ADCO compliance conferences, where he has shared valuable perspectives on emerging regulatory trends and best practices. Additionally, Terry has contributed multiple articles to Automotive Compliance Professional (ACP), ADCO's compliance magazine, further enriching the knowledge base for compliance professionals across the industry. His dedication and contributions continue to strengthen ADCO's commitment to excellence in dealership compliance."

Terry's career in retail automotive contracts and compliance began in 1990 in his role as an investigator for the Florida attorney general's office. In 1994, he drafted Florida Statute, Chapter 521, Motor Vehicle Lease Disclosure Act, the first lease disclosure statute of its kind. The statute became law in 1995 and served as a model for other states.

Terry joined Reynolds and Reynolds in 2006. His contributions include redrafting the LAW 553 Retail Installment Sale Contract, arbitration and non-arbitration versions, for all 50 states. He also drafted a generic suite of the more than 30 consumer-facing documents needed to underwrite a vehicle transaction. He drafted the LAW Universal Lease Contract as well. According to Reynolds, Terry was also instrumental in gaining the acceptance of both universal and custom forms from captive finance companies, financial institutions and credit unions.

His contributions to advocacy and education are further reflected in his membership on:

  • The Board of Governors of the Conference on Consumer Finance Law
  • The Consumer Financial Services Committee, ABA
  • The State Government Affairs and Operations Committees, AFSA
  • The Federal Reserve Board Lease Education Committee from 1997 to 2001
  • The Board of Directors of the Association of Dealership Compliance Officers

Terry writes articles for numerous trade publications. He's appeared on PrimeTime and Dateline, and has been interviewed and quoted in Automotive News, Money and other national media. His numerous speaking engagements include NADA conventions, state ADAs, AFSA, NCLC, NACA, NADC, CFA and NAAG. Terry also participated in an FTC Roundtable in 2011.

In the early 1990s, Terry worked with AFIP founder David Robertson in developing the RISC and lease modules for the AFIP Certification program. According to Robertson, “Terry is a man for all seasons. An able prosecutor of car dealers who break the law and a skilled educator for those who choose compliance. His recognition is well-deserved.”

Terry is admitted to both the Pennsylvania and Florida Bars. He graduated from the University of Pittsburgh and received his graduate degrees from the University of Dayton. Prior to his employment with the Florida Attorney General's Office, he was employed as a public accountant.

Regarding his career achievements, Terry said, “In all my years, I've advocated for clear disclosures and equitable dealings with consumers. There is nothing wrong with horse trading and seeking a profit in a transaction, provided that it's done fairly.
